| In the period of the 21-23th of May 2010, Chairman of PRISA Foundation, Dr. Valeriu Pleşca, participated at the International Seminar „Perspectives of Democratic Stabilization in the Eastern Neighborhood of the European Union (EU) and NATO”, this was organized by the European Institute of Political Studies from Moldova (IESP) with support of the Council of Europe. |
In the framework of this forum, national and international experts, representatives of state institutions, political parties, and non-governmental organizations, academic and mass-media cycles discussed the impact of the European enlargement strategy with Eastern Partnership Policy upon EU eastern border stability.
Also, the topic of European perspective of the Republic of Moldova and new security architecture in Europe with old and new threats and risks for the national security of the Republic of Moldova were tackled by all participants. In this regards, EU and NATO instruments for the European integration of the Republic of Moldova and transdniestrian conflict resolution in case of Europeanization of the Republic of Moldova were theoretically tested in different discussion panels.
At his turn, Dr. Valeriu Pleşca presented a vision of “New security architecture and threats and risks for the national security of the Republic of Moldova” to the participants of the Seminar. He mentioned:
“Analyzing external threats, we can affirm that the Republic of Moldova is located in a favorable geographic zone taking into account that instability center of gravity has been moved from Europe toward Asia. However, paradoxally, internal threats represent more peril than external threats for the development of the Republic of Moldova. In this regards, constitutional crisis is a direct threat for the Moldovan political system and democracy. Weak professionalism of political classes of the Republic of Moldova does not permit formation of the durably-stable political parties and movements, which would assume the political responsibility of the internal situation in the Republic of Moldova in the long run. This paradox has led toward the absence of political continuity in state development process since 1991 and week state capacity, especially of the Government, to firmly manage difficult and complex situations, and crisis ones. The events of April 07, 2009 represent an eloquent example of such state weakness, which led to the tragedy. This negative political phenomenon has been completed by migration processes of the population as well as demographic status, which demonstrated a population decline in general, especially of a young people versus pensioners. I consider that combating nominated risks and threats has to become a high priority for the Government of the Republic of Moldova in order not to lose statehood at all.”
The event offered participants an additional possibility for complex examination of presented problems and elaboration of conclusions regarding European perspectives of the Republic of Moldova. .
