On May 31, 2010, PRISA Foundation experts, led by Foundation Chairman Valeriu Plesca, contributed with expertise to the round table discussion on presenting analytical study on “Recommendations of International Institutions Regarding the Election Legislation and Procedure in the Republic of Moldova,” which was organized by Association for Participative Democracy – ADEPT in the framework of the Project on “Promoting international standards and OSCE recommendations on democratic elections” supported by the OSCE Mission to Moldova. |
The study analyze the situation on implementing recommendations of international organizations and their specialized institutions on perfecting legal election basis, which were before brought up to the attention of the authority of the Republic of Moldova.
The current document contains a retrospective of international evaluation of that domain.
In this study, amendments of the Election Code modified in 2007-2009 only superficially took into account international recommendations not providing the necessary framework for liberal and fair elections.
Furthermore, some of the amendments, being introduced without international consulting and recommendations, even worsened the situation in this field.
The 2009-2010 modifications brought up some improvements; however, they did not represent a complex approach, instead focused on solving only immediate necessity problems and not on the complex and high priority ones.
Authors of the report as well as other independent experts, including PRISA Foundation’s ones, recommend to complement the draft of the Law on the Election Code, which is under discussion in the Parliament, with amendments that would cover recommendations and technical problems in order to harmonize election legislation of the Republic of Moldova with international standards.
