Consolidation of Democratic Control as an Essential Element in Supporting Democratic Governance in the National Security Sector

In the period of December 15-16, 2009, Center for Democratic Control over Armed Forces of Geneva (DCAF, Switzerland), with support of Public Policy Institute (IPP, Republic of Moldova) and in association with the Parliament of the Republic of Moldova, conducted consultations in the framework of Parliamentarian Program in the Republic of Moldova: “Consolidation of Democratic Control as an Essential Element in Supporting Democratic Governance in the National Security Sector.”

The Project had the aim to launch a review of the current Parliamentarian control in the Republic of Moldova (RM) over the national security sector for the purpose of supporting efficient democratic governance.

Along with DCAF representatives, members of the Parliamentarian Commission for National Security, Defense and Public Order in the RM, members of Government’s institutions of the national security and defense sector, members of the Moldovan civil society, and representatives of PRISA Foundation discussed the ways of enhancing democratic control over security sector in the RM.

In the framework of those consultations, the Executive Director of PRISA Foundation, Valeriu Mija, presented the vision of PRISA Foundation regarding current situation, priorities and perspectives of the national security sector of the Republic of Moldova. A special focus of analysis was put on the assessment of defense reforms within the Ministry of Defense of the RM in comparison with other national sector institutions’ reforms.

Generally, the consultations established a dialogue platform regarding reviewing parliamentarian control as an essential element of supporting democratic governance in the national security sector of the Republic of Moldova, which had to provide an impulse to the entire national security and defense reform.
